1.0 Financial Stewardship (Owner: Dr. Bob Evans)
A stable, efficient financial system sustaining “best in class” learning.
Key Measures:
• Retire all long-term debt by 2040
• Maintain 17.2% Education Fund cash balance
• Maintain 50% Operations Fund balance by Jan 2027
• Invest 2% of property valuation annually into capital improvements

2.0 Student Achievement (Owners: Javier Jimenez & Lori Schreiner)
A top-performing academic system preparing every graduate for college, careers, and life.
Key Measures (1% Annual Increase - 3% Stretch Goal):
• Attendance: 94%+ until 90% of students meet threshold
• Behavior: <3 referrals until 90% on-track
• Course Performance: C or better, 7–12 (June 2026–27 goal)
• iKRA, iRead/Acadience, ILEARN: Improve toward Indiana top quartile
• PSAT/SAT: Improve toward national top quartile
• State Accountability: Annual improvement
2026 Priorities:
• Strengthen SOI/IPP, Learning Science, MTSS, PLC systems
• Redesign 7–12 master schedule
• Redesign Special Education, EL, High Ability models
3.0 Operational Excellence (Owner: Dr. Alan Metcalfe)

• Annual Strategic Continuous Improvement Plan updates
• Two policy review cycles per year
• All schools meet Fidelity Framework standards

• Two full board policy update cycles, with Handbook updates

4.0 People & Culture (Owner: Tracey Noe)
Recruit, retain, and engage highly effective staff; strengthen student and parent engagement.
Key Measures:
• Student Engagement: Improve Hope, Engagement, Well-Being (2027–28)
• Employee Engagement: +1% annually; reach top quartile by 2030
• Parent Engagement: Improve annually using NPS type measure & surveys (2027–28)

• Launch Parent NPS system
